Energising Development (EnDev) Rwanda

EnDev is an international flagship programme for providing energy access, which has reached well over 20 million people in over 20 countries around the world. EnDev’s drive is to improve the lives of the most vulnerable, ensuring no one is left behind. Economic opportunities and green jobs are created by building modern off-grid energy markets based on renewable energy, which improves the energy supply of off-grid households, social institutions, and small and medium-sized companies. It is an approach that aims to empower structural, self-sustaining change; kickstarting market and sector development. EnDev is part of a multi-donor energy access partnership currently financed by four donor countries: The Netherlands, Germany, Norway, and Switzerland.

EnDev has promoted private sector investment and participation in the Rwandan energy sector since 2006 with the goal of accelerating energy access. The partnership between EnDev Rwanda and Urwego Finance started in June 2014, when EnDev Rwanda launched a Results-Based Financing (RBF) project. As the finance manager of the RBF project, Urwego Finance CBC. supports EnDev with the assessment of applications, contracting with companies, monitoring and verification of results, as well as disbursing incentives to companies.

The Rwanda Mini-Grid Results-based Financing Project (“The Rwanda Mini-Grid RBF”) is a new project being launched as part of EnDev Rwanda’s programming for 2021 – 2024.  The project builds upon EnDev’s previous RBF project, which ran from 2014 – 2021. The primary aim of the Mini-Grid RBF is to stimulate market development by providing financial incentives to companies to unlock private capital and motivate investment in off-grid and often hard-to-reach markets in order to increase energy access. Incentives are paid out after agreed results have been achieved.

Rwanda Mini-Grid RBF Project

The Rwanda Mini-Grid RBF project provides results-based financing to pre-qualified and approved developers that have developed feasibility studies under Enabel’s Private Sector Participation in the Generation and Distribution of Electricity from Renewable Sources (PSPE) project.

The project supports solar mini-grids. The project commences in January 2022 and will run until September 2024. We are currently accepting pre-qualification applications and successful applicants will be invited to submit full applications.
